I AM WORKING ON A FORMULA SO THAT IF J2 IS BETWEEN 0 AND 10 THEN I WANT
J3 TO DISPLAY 0.10 BUT IF J2 IS BETWEEN 10.01 AND 24.99 THEN J3 = 0.55

If it can be negative:
