IF Statement

I would like to have an IF statement that results in running a macro to insert a row ?

Prefable a function but a macro ok, but I would like to record the macro. In record do I 'insert the row' then do the IF statement? I have tried some combinations no luck as yet.

To verbalise what I want

IF b10=b12
do nothing
run macro to insert row
