IF Logic Function with negative time or early time

Dear Excel Champs, Good day. I badly need your help. I am dealing with deliveries and too early deliveries are not acceptable same as the too late ones as we need to follow the scheduled time. I am trying to get the IF Logic Function with a negative time data. My Data are the difference from the actual time vs scheduled time. Could someone help me out?
