If I format a partition what happens to the other one?

Hello.

I have a disk with two partitions (one for Vista and another for storage).
What happens if I format the vista partition (from xp of course), will the
other one be affected?

Another one:
Can I convert a USB HD (with files in it) from fat32 to NTFS safely (from XP)?

It shouldn't affect the other partition.

Yes, this should work.

Make sure you have anything important backed up before doing either of the
above. Although both should work there is always the chance that something
will go wrong.
 
Your second partition will not be affected.

As for your USB HD it acts as a normal hard drive (to all intent and
purpose) so there should be no problem converting the file system. But, as
Kerry say's, make sure you backup your data prior to converting.
