+ IE's Functionality is GONE.

My IE has been messed up for a littlw while now and I
cannot figure out what is wrong.

Symptoms:
+ cannot download files from servers. msg: "IE can not
download ..... file may be unable..."
+ cannot view the source of a document.
+ cannot look at pages with Flash content.

what i have tried:
+ reinstalling Windows
+ erased all cookies and reset security levels. someone
told me that something is effecting how IE deals with
files.

Do you think that i have a virus? I cannot think of
anything else that to do.

help me...

There may be several reasons .........

1) If a shortcut exists on the Desktop for Notepad, rename it.
2) Some users have reported Quick View Plus to be the culprit?

Close all instances of OE and IE
Control Panel | Internet Options | General tab | Delete Files button
Also select the option: "Delete all offline files"
Then click the "Clear History" button, while you're at it ......
Reset the TIF cache size to 50 mb. Click Apply\Ok

Make sure 'Do not save encrypted pages to disk' is unchecked
