IE's annoying 'Links' toolbar

There was a thread on this subject in the June - July 2003 time frame.
The basic issue is that even if you "uncheck" the Links toolbar in IE,
the next time that a 'window open' is called (from javascript,
especially), you get it back. In other words, at least at the time,
there was no good way to turn it off and keep it off.

One of the final posters in that thread (MS-MVB Kelly) made the
following statement:

"Will place this issue within the proper hands. Not too sure, how it
is going to rank on the todo list, though. :o("

Was just wondering if this three-year-old problem might have been fixed
by now. Anyone know? Is there a way (yet) to turn off the "Links"
toolbar in IE and keep it turned off permanently? Enquring minds want
to know...

I may have been part of that thread. Sadly, to this day, I'm still seeing
this behavior, despite applying all hotfixes as they came out. I haven't
toyed long enough with the IE7 betas to notice whether they fixed that or
not...
 
The reality is that a problem of this nature will probably not be addressed by a hotfix. If it is fixed, it will be in the next released version of IE.

I would agree that MS wouldn't issue a hotfix specifically to address this,
but sometimes these sort of behavioral issues get fixed as a side-effect of
changes made to address other, more serious problems. I'm trying to
remember one such instance that I've definitely seen before, but I'm drawing
a blank right now...
