iertutil.dll error message

I am having a probem when I open a web page using and a rss news reader or
Mircrosft's Help and Support Center. When I use MS Help to access Microsoft
updates, I get the error message. When the application tries to open the
web page I get a message error box with, "This application has failed
because iertutill.dll was not found. Re-installin the application may fix
the problem." I close out the error message and it reappears, but the web
page begins to open. I repeatedly close the error message and eventually
the web page opens. I may close out the error message up to a dozen times
before the page loads and then is fully accessable. I found no iertutil.dll
on my system. I then found one on the internet and placed it in
C:\Windows\System32. I then tried to open a web page with the above
programs again and began receiving an error message when the web page tried
to open. The message is: "The ordinal 14 could not be located in the
dynamic link library iertutil.dll." Again, if I repeatedly close out the
error message, the web page will open. The iertutil.dll is version
7.00.5450.04 and I could locate no other version of this dll. I ran System
File Checker and the error persists. I found no help with Microsoft
Knowledge base or Google. I experience no problem when I open Microsoft
Internet explorer. The problem only occurs when I try to open a web page
through another application that is not a browser such as Firefox or Enigma
or IE. I would appreciate any help in this matter. The problem does not
stop me from viewing a web page in a rss news reader, by it is very annoying
to have to deal with the repeately appearing error message. I have also
uninstalled and reinstalled the rss news reader with no luck.. I am also
using version 6 of IE and have Windows XP Pro with SP1.

That version of IERTURIL.DLL is from an IE7 Beta and is not compatible with
IE6 running in WinXP SP1 *or* SP2.

Had you ever tried installing IE7 (beta or final release)? From where did
you download the installer for it?

Why isn't the machine fully patched at Windows Update?
 
That file, iertutill.dll, is not an IE 6 file, but appears to be an IE 7
file. Did you have IE 7 installed on your system at one time? Maybe you're
using an add-on or toolbar, etc. that was designed for IE 7?
 
I treid twice to install SP2 on my machine and both times it screwed it up.
I was unable to boot into windows and was unable to use system restore. My
only recourse was to use a system image I had made and revert back to SP1.
I also found install IE7 to be troublesome to my system so I am staying away
from installing IE7 again. I am content to be operating in SP1 mode even
those SP2 offers quite a few more security updates. I rely on my firewall,
anti-virus software and malware detectors. I have done a fresh install
since I had IE7 on
my machine, so there are no remnants of IE7 left. I have no toolbars
install on IE6 and my browser of choice if Firefox with no addon toolbars.
I found the IERTURIL.DLL on a dll file website.

IE7 *requires* WinXP SP2, Bill. See my previous reply to this thread where
I questioned the source of the IE7 installer you used.

IERTUTIL.DLL /is/ an IE7 file, so something remains amiss with your system.
Only a format & reinstall will resolve your problems now, I'm afraid.
Restoring to an Image won't cut it, neither will doing a Repair Install.
 
Thanks for you response. However, I did both a fresh install and an image
install in the last three months. The image install was the first time I
tried to install SP2 and I did a fresh install last week when I tried to
install SP2 again. My son was trying to install a software program that
required SP2 to be installed. On the second attempt, my system faired far
worse than the first attempt and the system image was corrupted, thus the
fresh install. I can live with the probems with Microsoft Help and just use
a browser for accessing Microsoft updates. I just cope with the problem
when using my rss news reader. An interesting sidelight is that the problem
existed before I did the recent total install and persisted after the the
software was reinstalled. Again thanks.

I'll second what Robear posted. Something on your system is trying to call
that IE 7 .dll file - and it's not there or the wrong version. The one you
found and put on your system is from IE 7 *beta* I think, and is not the
solution to your problem, as you have found out.
 
@Jon: It appears to be from IE7 Beta3.

@Bill: What's this RSS reader you're trying to use? Is it supported in IE6?
 
I think I found a solution on a least on problem, the error being caused by
the news reader. I was using GreatNews rss feedreader. The problem lies
with the fact that it automatically updates itsellf. The original versions
were compatible with my system. I went to their website and found that
newest version requires SP2. This being the case, I uninstalled GreatNews
and installed another rss feedreader. I am no longer experiencieng any
error messages with the rss feedreader. However, I still can not resolve the
problem when using MS Help and support. I had deleted iertutil.dll and now
the program gives the error message that iertutil.dll can not be found even
though I have version 6 if Internet Explorer and using Windows XP with SP1.
Why would MS Help and Support be asking for this file? If there is no
simple explanation, then I am no longer going to wory about. I refuse to
put myself through the headaches and frustrations again by trying to install
SP2 or IE version7. Everything on my system is working perfectly otherwise.

I would still *strongly* encourage you to get SP2 and all post-SP2 critical
updates installed if the machine's ever connected to the internet or a
network.

1. Run a /thorough/ check for hijackware, including posting your HijackThis
log to an appropriate forum.

When all else fails, HijackThis (http://aumha.net/downloads/hijackthis.zip)
is the preferred tool to use. It will help you to both identify and remove
any hijackware/spyware.

other appropriate forum for expert analysis, not here.**

2. Do not install SP2 until an expert gives your HijackThis log a clean bill
of health.

I finally fixed all my problems without install SP2 or IE7. I have a laptop
where I installed SP2 and IE7 on, which was running great. I then copied
iertutil.dll with version 7.00.5730.11 onto a USB thumbdrive and then placed
iertutil.dll in C:\Windows\System32 on my desktop computer. Now my
GreatNews rss news reader and Microsoft Help and support do not experience
any more errors when they open a web page. I still have not installed S2,
but I have installed all security updates up to SP2. I have been reading
all the information PA Bear has provided me and thank him very much, but I
still do not believe that I can successfully accomplish an SP2 install
without locking up my system like the first two attempts.
