ie8 will not install

The first indication of a problem was when I opened IE8 and found that
all my favourites were gone, along with the history. I could not
create any new favourites or restore them, even though the folders
were still on the computer. I tried a restore of the system and that
didn't work. Then I tried reinstalling IE8 over the existing, again
didn't help. I then uninstalled IE8 and tried to install IE7. It
would not install, saying that IE8 was already on the computer, even
though I had uninstalled it. I then tried to reinstall IE8 and got
the error message saying it could not install it.
Any suggestions on where to go from here. I now have to use Google
Chrome or Firefox as my browser.

Never, EVER use System Restore to "undo" an update, a Service Pack, or an IE
upgrade!

No-charge support for Internet Explorer 8 installation, set-up and usage
(only) is available via the phone based on your locale through 31 December
2009. Customers must be running Windows XP or Windows Vista in a non-domain
environment.

'Tween you and me, I think you're looking at a "wipe & reload" at this
point. Do NOT attempt a Repair Install!!

Next time try some diagnosis. The simplest explanation for this would
be that the %USERPROFILE% had changed. Otherwise, less likely,
would be that both the Favorites and History folders had been moved
somehow without updating the registry's User Shell Folders values.
If so, assuming the OS is XP--as implied by the originating newsgroup,
you could have just moved them back.

I've been unable to install IE8 on any of my machines. I download the
"installer" but it just sits there for 8-10 hours and does nothing ...
tyipcal for M$ stuff before SP8 or so.
