IE8 on Win 3.1

I recently upgraded my OS from Win 3.0 to 3.1 on DOS 5 and can't figure out
why IE8 will not run correctly - any advice welcome ....

have you tried winding the computer up?

This is a joke? At the minimum replace the cpu with a Pentium, or even
Potato, chip.
