IE7 x86: Why the 8 sec. hang time for new pages / tabs?

Hello, everyone!

Consistently I'm getting 8 secs. of hang time before any new page, or even
BLANK tab, will load in IE7, running the x86 version.

Can anyone tell me if there are setting tweaks that will make the program
less of a sluggard? Or is this the inefficiency of the current build?
