IE7 very slow to open links

Using IE7 on Windows XP Pro SP2.

When I click a hyperlink in Outlook 2003 or Forte Agent when IE isn't
running, IE opens and gets as far as "Website found, waiting for
reply" and then takes at least 2 minutes to display the page. If I try
to click the stop button (or any buttons in IE) or close IE while it's
waiting, I get no response at all. This happens with any URL in either
program.

If IE is already running when I click the same links, the page comes
up immediately. Launching any hyperlink from within UltraEdit or Word
2003 doesn't have any problem, whether or not IE is running.

The problem started around the same time that I replaced the video
card with a GeForce 7600 GS, running the latest driver (9.1.3.1)
downloaded from the NVidia site. The driver was causing hangs until I
set the hardware acceleration to the lowest level, so I'm a bit
suspicious of it, but I don't see how it could be interfering with IE
retrieving data, or why it would cause a problem launching from some
programs but not others.

I've deleted IE's temporary files (several times). The Internet and
Local security settings are standard (Medium-High and Medium-Low,
respectively). I have ZoneAlarm Pro and a LinkSys router/firewall, and
IE add-ons include SDHelper (SpyBot), Google Toolbar and RoboForm.

What's the next step for troubleshooting?

First try (from http://www.fjsmjs.com/OE/nolinks.htm )
1. Click Start, and then click Run.
2. In the Open box, type:
regsvr32 urlmon.dll
3. Click OK, and then click OK again when you receive the following message:
DllRegisterServer in urlmon.dll succeeded.

Next, is IE7 the default browser in Control Panel> Add or remove programs>
Set program access and defaults?

Next, I would start looking for a troublesome add-on.
Disable all add-ons from IE> Tools> Manage add-ons. Re-enable individual
add-ons to see if an incompatible add-on shows itself.

I would also try disabling the IE7 Phishing Filter and would turn on the
Windows Firewall and disable Zone Alarm, to see if ZA is the culprit.

Llast, you could reinstall iE7. See important information at
