IE7 tooltip bugs

If I hover over the icons towards the bottom I don't get a tooltip. Don't
even get it in Opera. Are they tied to activex, scripts, flash or something?

I know Vista and IE7 enforces extra security and I have issues elsewhere.
I'm not a security freak. What are the most common things to turn off in
IE/Vista?
(UAC is off already)

Can you possibly clarify what icons are you talking about?
Are these images on web pages?

I'm right now on this page
http://www.worldofwarcraft.com/pvp/battlegrounds/rewards-warsong.html with
IE7+ and I'm able to see the big black javascript tooltips when I over on the
buttons.
