IE7 opens briefly, then closes, then asks if I want to save a file

Win XP SP2
IE7
Click to start IE7 and it flashes on screen for a moment before closing.
This is followed by a popup asking me if I want to save a file. The file
name varies based on what I have set as my home page. Saving the file does
not resolve the problem.
For about:blank the file is runonce2.htm from runonce.msn.com
For Google it is webhp.htm
Any help will be greatly appreciated as this all started when I was trying
to get IE7 to run javascript links so I could login to me wireless phone
account!
