How can I stop IE7 from opening all new windows behind the existing window in
Internet Explorer 7.0?

If you get no/little response please not that all IE7 questions should be
posted to the Internet Explorer General newsgroup as below -
As you are using that web interface discussion group rather than newsgroups,
