I'll take a guess at what you're asking about, because your description
of your problem is vague. You can help yourself by including in your
question:

1- your version of Internet Explorer (which you did)
2- your version of Windows
3- the complete, exact text of any error messages you see
4- a clear description of when you see the error message(s)

My guess is that you need to follow the directions listed here:

"A blank Web page is displayed when you start Internet Explorer 7"

Restore your System then Try to run disk clean up and defrag in safe mode.
When you try to install Windows Internet Explorer 7, you receive an error
message: "Internet Explorer 7 could not be installed"

Updates are not installed successfully from Windows Update, from Microsoft
Update, or by using Automatic Updates after you perform a new Windows XP
installation or you repair a Windows XP installation
http://support.microsoft.com/kb/943144

Open a notepad and copy and paste the following into it and save as
update.bat on your desktop. Double click the bat file to excute and click
[Yes to register the dlls and reboot your machine and see if that will help!

regsvr32 wuweb.dll
regsvr32 wuapi.dll
regsvr32 wuaueng.dll
regsvr32 wuaueng1.dll
regsvr32 wucltui.dll
regsvr32 wups.dll
regsvr32 wups2.dll
