IE7 Flags registry value mistery

The registry value HKLM\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\Zones\1 is set to 0xdb. When a user, who is a local admin, logs on
for the first time on a vista computer, his local profile get created and the
flags registry value get changed from 0xdb to 0x1db. Any ideas why this is
happening? Thanks.
 
Sorry, can you explain what the problem you are trying to solve is. First, is
it changing the flags value on the HKLM version of this setting? Second, why
is that causing a problem for you? Third, supposedly, only the 8 low-order
bits are supposed to be evaluated on that setting, so 0x1db and 0xdb should
have exactly the same result. Fourth, the value for
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet
Settings\Zones\1\flags on my system is 0x143. I haven't changed the defaults,
which means that sites that bypass the proxy server and sites not in other
zones are not included in my Intranet zone, but they are in yours, and UNCs
are not treated as intranet sites on my machine.

Did you customize these settings somehow? Why in that case?
