IE7 and the Home icon-Private/Public Networks

Hi,
Is it just me;or has IE7 changed in Vista?
Just yesterday;and today;whenever I changed networks(i.e. private to public)
with my laptop; A blue house icon appeared at the bottom of the IE7
window;right where the little globe icon and text "Internet" is located. it
usually has the globe icon and Internet/ Protected Mode On..
Today;I noticed a blue house icon; and Internet/Protected Mode off.
Also;when I opened up tools>internet options>security tab; all the zone
icons were different;and had key icons on them. Also; at 1:35pm;when I was
physically at another location;when wlan connected; it asked what type of
connection this was; pubic/private/work.
Upon further travels in my system; in System restore; it had made a
restore point;which the description of; I have never seen.
The restore point coincided with the time; 1:35pm; and it's description
says-9/13/2006 1:35:32 Install: Windows Modules Installer
I'm assuming that this is the public network settings;and that the blue
house icon means home network????? And what exactly;is; Windows modules
installer? Now I know the obvious; it's a module installer; but what are
Windows modules??? Network settings?? Never heard that description before;
Windows Modules??
Anyone else notice this?

Only part of that I have seen is that when you turn UAC off, internet
explorer won't go into protected mode until you turn UAC back on. Of course,
that is only a fraction of what you have just described. The rest of it I
have never seen before.
