IE6SP1 Install Doesn't Complete

I am rebuilding a Win98SE system with new hardware. When I try installing
IE6SP1 the installer goes about 1 percent and then stops with a message like
"Setup was unable to install all the components. Please close all apps & try
again." Doing that doesn't help. It looks like it backs up the current
configuration (IE 5) and then stops.

I've been unable to find any install logs. Is there a way to determine why
the installer stops? Is this a known problem (appears not from the listing
in this community).

Thanks Taurian. My build was beyond help but one more build, this time with
only 256MB of memory, did the trick. I also moved the install files to C:.
Thanks again.
