Fortunately, there are lots of ways. I'll show you how to get the
shortcut back:

Control Panel > Display > Desktop tab > Customize Desktop button > in
the Desktop Icons section place a check mark in Internet Explorer. That
will place a shortcut to Internet Explorer on your desktop.

You can make a copy of the shortcut for your Start menu or your Quick
Launch tool bar. It's easy - here's how: Right click on the desktop
shortcut, drag the icon onto your Start button, wait for the Start menu
to open, drag that icon to where you want it, then release the right
mouse button and select Copy Here. You can also 'drag' the icon onto
your Quick Launch tool bar.
