Ie6 wont open from quick launch or shortcut

Hey people

this is a real strange one, on a pc i have ie6 will not open, its upto
date on the latest sp's and updates, it wont open from quick launch or
the shortcut on the desktop.

After trying everything i gave in to re-installing windows xp sp2 and
it still doing even after a clean install...i have a gut feeling it
might be an update that could be doing this....but honestly i need a
solution cos if after a fresh install its still doing this. I dont
know what to do.....but only as a last resort will i install ie7.

Any and all help will be greatly appreciated cos i'm at my wits end
with this

Open Windows Explorer.
Go to Tools | Folder Options | File Types.
Scroll down to URL:HyperText Transfer Protocol (NOT URL:Internet Shortcut)
and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.

"Application used to perform this action" should read:

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome
(Check the path to iexplore.exe to make sure that is correct and use the
double quotes.)

DDE should be checked and in the boxes below it you should have:

#3 (blank)

WWW_OpenURL

URL:HyperText Transfer Protocol with Privacy should be the same.

Sometimes it is necessary to uncheck Use DDE.
 
IE won't open (literally) or it opens but can't connect to any webpage
("Page cannot be displayed" errors)?
