IE6 Vertical scroll bar in XP

I am having a problem with the vertical scroll bar in
IE6. I have used IE6 with W98 with no problems, but on
this new PC (HP Pavilion ZE4530) under XP when I click in
the space on the scroll bar under or above the page
button, the data on the page moves two screens instead of
one. If you repetitively hit the open area when viewing,
say, a list of items on e-Bay, it skips over half of the
content on the page. I have contacted HP and they
suggested reloading the touchpad driver which I did
twice, once with the HP driver and once with the latest
synaptics driver. I have tried it with virtul scrolling
turned on and off with no diference. HP gave up, and
have no idea how to fix it.

Caused by a bug in the recent Q824145 patch.
Microsoft probably knows about it by now.
By the time we get used to this 'new'
feature Microsoft will fix it!!

Position cursor 'close' to the top/bottom of the
slider bar and it should scroll one window.
Use the mouse wheel to scroll.....as applicable
See mouse properties (Wheel tab) to adjust
Press/Hold/Slide actual slider-bar
Keyboard navigate: Leave cursor on left ausw of screen
and use other hand on keyboard. (Unless one-armed)
Up/Down Arrows (Single line!!!)
Left/Right Arrows (<---Very Slooow--->)
Pageup/Pagedown (Too obvious???)
SpaceBar = down one page (Sometimes)
Shift+SpaceBar = up one page (Sometimes)
Home/End (Top line/Bottom line -- wow)
R-click scroll area.....menu....select option
