It says that the most recent versions of all items are already installed and
recommends to exit the setup.
My ie ver is now 6.0.2800.1106IS
update version: SP1
I also downloaded Q831167.exe 378KB
dated 7.02.04.
Should I ignored this file now?

If Windows Update offers you 831167, install it; otherwise, no.
