Does anyone know where to download these files?

I might suggest that you post this in the Group Policy NG if you have not
already done so.

It has been awhile since I have played with this. IIRC, you have to contact
Microsoft to get them - at no charge. However, it has been a good while so
this might either not be accurate or have changed. I want to say that there
is a MSKB on this.....Have you done a search there for the article?
