I'm a programming newbie who would like to create a script
or macro for automating a sequence of routine IE6 tasks.
For example, for personal security reasons, I do the
following sequence manually every time I exit IE6: Delete
Cookies, Delete Files, Clear History, Clear Forms, Clear
Passwords, and more. I want to automate this because it
gets tedious after a while. Unfortunately, I have no idea
if s/w already exists for doing this. However, if
feasible, I would rather learn how to program something
like this myself. Any words of advise or suggestions,
please?

Have you seen this page?

I know people have used batch files to do similar and there is a
professionally written utility to (but not free)

Have a look at this page too, might be a wise investment if you have real
privacy / security issues at work for example. I can personally vouch for
this author as far as experience (been at it for years) and their refund if
not satisfied policy so I don't mind suggesting it. If nothing else it's
interesting to know what's around.
