Thank you for the additional information. Try the following and see if it
helps:
Have you tried to PING any of the Internet sites you are unable to access
and see if you get a response?
To PING a site, go to Start>Run>Cmd.exe
When the Command Window opens,
Enter PING whatever site you are wanting to PING and press Enter.
It will show you whether you are having difficulties reaching the site.
Are you using a router?
Did you by chance install the Java 6.0 update?
Also....check your security settings, and if you have any 3rd party toolbars
such as Google, MSN, or Yahoo installed, disable them. IIf you have Yahoo
Companion installed, uninstall it, as it is known to cause various
connection problems. Any 3rd party sotware, such as firewalls, popup or ad,
or Flash blockers, as some can prevent access to some websites, and slow the
system down. Make sure you have the latest versions of Flash or Macromedia
installed if you use it.
Make sure that Java is enabled
Update your javascript engine:

Also, IE is very hard on video drives, try updating it: If you don't know
the location of your Video driver, or how to find it:

Find the information on your video driver. Then go to the website for mfg.
of the video driver and look for the update to download and install. There
may also be a Update Driver button on the dialog box you can use to
automatically check for any new updates to download.

1) Zone Alarm Pro [Private Header Info - enabled?]
Reset "Ad Blocking" and "Cookie Control" to "medium"
"Mobile Code Control" = Off
2) Symantec (ISS\NIS)[Enable Browser Privacy - enabled]
Active Content - "Allow All Script To Execute"
Problem: some sites cannot detect the 128 bit encryption
Solution: Completely remove and reinstall NIS.

Check your Security settings for that zone.
(E.g. doubleclick on the zone icon in the Status bar.)

If it is the Internet zone use the Default Level button.
If it is in the Trusted sites zone and at the Default Level
(e.g. Low level and Default Level button is greyed)
then try removing the site from the Trusted sites zone.
FWIW, whenever I have problems such as yours it's usually with
Microsoft sites, and it is the case that I have earlier set the Internet
zone
to high level security but forgotten that I did that. Occasionally the
Trusted sites zone will be involved, and then the simplest way of
changing the symptom is to remove the related entries from my
Trusted sites zone list. IOW, I run the problem sites in the Internet zone
(with Default Level security) instead.

Additionalluy, this is possibly being caused by third party programs, such
as malware/parasites, other types of scumware. Be aware, your Anti-Virus
won't detect all types of warez, Trojans, malware, worms, etc., and neither
can other adware or spyware related programs such as AdAware and SpyBot.
They don't have the proper definitions. They must also be run in Safe Mode
with Hidden Files enabled in order to fully scan all files. Even if you
have run such programs and nothing shows up, it does not mean your system is
clean. It takes a series of programs to fully clean your machine. Some very
aggressive and damaging variants of malware can replicate themselves
repeatedly, or mutate, if not removed properly. Follow the steps here:
From Control Panel> Internet Options> Advanced> uncheck "Enable third
party browser extensions."
If this allows IE to work, then you still have scumware on your system.
First clean you machine, then Disable the "third party browser extensions."
