IE6 only opens pages by pressing refresh tab

Hi

I have recently installed broadband Internet and now find
that I cannot open up web pages from the 'blue E' icon
for explorer. It takes around 35 seconds and then gives
me the message that "This page cannot be found" clicking
the refresh tab finds and opens the page straight away.
My ISP say this is a browser problem and to reinstall Ie6
but I already have the latest version with SP1 upgrades
installed and IE6 will not let me reinstall.
Personally I think that it is some obscure setting that
has been altered as I did not have this problem with my
dial up connection, but I have no idea where to look. I
have searched all the areas I know of. Do you have any
suggestions how I can overcome this very annoying
problem.
