IE6 NOT WORKING, Under Help, Cipher 0, Product nothing, tried fixes, still nothing

I have tried both fixes in the knowledge base. I have tried to re-install
IE6 by changing the registry. Fixed IE6 for about a minute. I re-installed
Windows XP, fixed it for about a minute. This has been going on for days
now. Is there somebody that can tell me what works and what I can do? Please
help.

Repair or Reinstall IE

Your anti-virus application should be disabled and all running Windows
processes (e.g., IE, OE) closed when doing the above, when going to Windows
Update, and when downloading/installing from any MS page.

If you restore your computer to 128-bit cipher strength and you still cannot
view Web pages on secure Web sites, do the following:

1. Click Internet Options on the Tools menu, and then click the Advanced
tab.
2. Under Security, click to select the Use SSL2.0 check box and the Use
SSL3.0 check box (if they are not already selected).
3. Click OK.
