IE6 not saving preferred settings

Using IE6 on a Windows XP PC and lately whenever I restart my PC it does not
retain my preferred browser layout (for displayed toolbars, layout etc) but
resets to default. I thought closing the browser using shift+X usually
worked but that just seems to be working for current session. Also tried
closing with CNTL+X. Either way, when I restart the PC its back to the
defaults.
Can anyone tell me how I can make it retain my preferred browser settings,
as I'm fed up having to reconfigure the browser layout every time?

Right click the toolbar and make sure that Lock Toolbars is not checked.
Make your changes.
Right click the toolbar and lock them.
 
Thanks Frank, but that's no help. I am aware of those basic changes. My
problem is that after doing that everytime Windows is restarted it goes back
to default browser settings. I've a feeling this requires a registry fix.
Can anyone please help?
