When I try to access maps.google.com, the google site header is displayed and
just below it the word "Loading...". The rest of the page is blank. The
status bar at the bottom says Done.

Security settings can do that. For example, to test I just set them
in the Internet zone to High-Level. That shows an explicit message
that "Javascript must be enabled in order for you to use Google Maps."

And apparently even that isn't enough because when I enabled just
Active Scripting it then comes back to say "If your browser is Internet Explorer,
you must have ActiveX enabled."

That isn't enough either but it doesn't give you explicit clues that it also
needs enabled "ActiveX controls marked safe for scripting".

Doubleclick on your Security zone icon in the Status bar
and click Default Level. Then Refresh the page.

If you would like to see how the site works change all normally Enabled
settings to Prompt and enable Automatic prompting for ActiveX controls.
Then you can reply Yes or No to see how the site reacts to the defaults
or differences in them.
