Do you have some examples of this type of .jpg file still?
All of the public examples that I know about seem to have been fixed.
I have been trying to decide if
<TITLE>817177 - Image Files Do Not Appear When You View a Web Page with Internet Explorer 6 SP1</TITLE>
has been fixed by the mshtml.dll in the latest cumulative security update
(e.g. 824145)
Here is an excerpt from a previous post about that (with quotes from 817177):

It has a greater version and a later modification date.

However, I can't recall if the symptom associated with that problem was
Red-X or an image placeholder (i.e., same size and shape icon but
triangle, circle, square instead of Red-X). One symptom I can recall
is that the iexplore.exe task had to be killed in order to allow normal
rendering after it tried rendering one of those Photoshop 3.0 .jpg.
Therefore, Ian's problem may not be the same one that you are
referring to.
