IE6 installed ver. newer than the downloadable version?

One of our guys has XP and IE6, he has had problems connecting to a company
portal site, I ran spybot s&d, and uninstalled some unrecognized junk, ran
Windows Update, rebooted, and still had problems logging in. So, I thought I
would reinstall IE6, connected to Microsofts site to download IE6, the
install starts and then fails with a message that the version installed is
newer than the version to be installed.
How is this possible?

Hi Chip,

You may want to remove the "IsInstalled" registry key or set its value to 0,
before reinstalling Internet Explorer 6.0 in Windows XP. If not, you may get
this error:

Setup has detected a newer version of Internet Explorer already installed on
this system.
Setup cannot continue.
