IE6 input language change between pages

Hi everybody,
I have the following issue.
I have configured Hebrew language to write on Windows XP. It works fine in
all Word,Excell,etc. through the language bar.When I open IE window, I change
the language to Hebrew and I am able to write it correctly. But when I go to
another page through link, the language bar is again set to English and I
have to change it to Hebrew in every page I want to search or submit a form
for example.
What I need to do to solve this issue? Is there any way to fix this, or this
is some kind of feature?

Tools | Internet Options
Click Languages at the bottom and make sure Hebrew is at the top.
