IE6 erratic behaviour

I run XP SP2 with IE 6.0.2900
I'm developing a website.

->When I upload the site to the web: IE6 shows everything as it should, the
result is identical to what I get with Netscape 7.2.

->When I browse the site locally, some files won't load in a frameset. I
tried the following to get a particular file to display in a particular
frame :
a) remove the javacript from the file, then
b) replace the file's contents with some text characters, then
c) remove the file's contents altogether and keep only a background color,
then
d) rename the file, then
e) use a different file to make sure the original was not corrupted.
Between each step: Temporary Internet Files deleted & multiple "refreshes".
In Netscape the result follows the modifications made, IE simply doesn't
want to display any file in the frame.

There's no spyware on my PC, I use a ZoneAlarm firewall and AVG.

Any ideas? Should I reinstall IE - and how?

->When I browse the site locally

What does this mean, specifically?

You shouldn't have a problem if it means that you are using a cached
copy from the TIF.

Otherwise do a Google Groups search for "mark of the web"
