IE6- Encoding Problems

I am running the most update version of IE6 with Windows
98 and when I am browsing the internet with my DSL service
about 50% of the pages I open do not open up with
pictures. I am constantly having to manually select the
encoding that will work (usually from a pool of 3
different types) I have turned the "auto select" feature
on for the encoding but it does not help. Is this an IE
problem or a DSL problem? Please help!
 
Read this article, make sure you have all the necessary .nls files and that
your registry settings are correct.

Pictures Are Not Displayed on Web Sites in Internet Explorer
A Web page may display an image as a red X, or a placeholder may appear in
place of the image.

Some have repaired IE and this problem cleared.
