My IE6 browser gets 404 errors upon trying to access many
regular websites such as Microsoft and Symantec. I can
still access Google, Road Runner and others. I tried
lowering all of my security settings and turning off my
firewall, but it does not help. I am still able to
retrieve email. Can anyone help?

Sounds like someone (or some spyware) has tampered with your hosts file. You
can find this file in Windows Explorer here:
C:\WINDOWS\system32\drivers\etc (assuming C: is your system drive)
The hosts file has no extension. It is a text file that you can open in
Notepad. The default text contents is shown below. If you have anything
else, it was not there when Windows XP was installed. If you like - just
copy/paste the lines below and re-save the file. Make sure it has no file
extension as Notepad likes to put .txt after the filename.

# Copyright (c) 1993-1999 Microsoft Corp.
#
# This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
#
# This file contains the mappings of IP addresses to host names. Each
# entry should be kept on an individual line. The IP address should
# be placed in the first column followed by the corresponding host name.
# The IP address and the host name should be separated by at least one
# space.
#
# Additionally, comments (such as these) may be inserted on individual
# lines or following the machine name denoted by a '#' symbol.
#
# For example:
#
# 102.54.94.97 rhino.acme.com # source server
# 38.25.63.10 x.acme.com # x client host

127.0.0.1 localhost
