I am not able to type an URL in the address bar and hit
go. We have to select address from the history or use
the run command.

Close all instances of IE except one
Right-click on the top Toolbar, uncheck: "Lock the Toolbars"
Place the cursor over the "Address" button and click (hold down)
It will change to a 4-way arrow, move or expand the Address Bar to desired
location
Right-click on the top Toolbar, check: "Lock the Toolbars"
Hold down the Ctrl key and close IE
Confirm these default Registry entries exist:
[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main]
"Show_ToolBar"="yes"
"Show_URLinStatusBar"="yes"
"Show_URLToolBar"="yes"

I have also tried this fix and this didn't work either.
All of the registry settings are there and correct too.

Mindy,
If the "Address" button is grayed-out, this may be due to a Registry
restriction.

Open Regedit to the following locations:
Start | Run (type) "regedit" (no quotes)
If either or both are found either delete the entry or change the value.
If found either delete the entry or change the value.
[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet
Explorer\Toolbars\Restrictions]
"NoAddressBar"=dword:00000001
[HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet
Explorer\Toolbars\Restrictions]
"NoAddressBar"=dword:00000001
Value Data: (0 = disable restriction, 1 = enable restriction)
Note: always Export before editing. Close Regedit and reboot.
