Make sure your firewall is not blocking port 443.

Well just a suggestion to troubleshoot the problem to see whether you are
having a problem with that site or Internet Explorer. Try a known secure
site perhaps Amazon.com. if you can log onto that the problem might be the
site you are looking at. You may also try using a different browser such as
Moziilla firefox and see if the site you are trying to acess works with that.
After checking these two things you should be able to determine if you are
having an issue with a specific website or Internet Explorer and then proceed
from there. Hope this helps. Let me know what happens
