IE works; Nothing else does

IE has no problem connecting to the internet, browsing
pages, ect. but none of the other software I have
installed will work. They act like I'm not connected to
the internet, even though I am.

The programs I'm talking about are things like ICQ, games,
and other programs that need to communicate using the
internet.

I connect using dial-up and have no firewall.

Are you sure that xp hasnt turned on it's own firewall without telling you
