IE won't start

At random times (I haven't found a a cause) when I click on the IE
(anywhere), IE does not start. This happens on several of my computers.

I'm running Windows XP and I'm up to date with fixes. Here are some
other symptoms:

When I look at the running processes, I can see the iexplore process,
one for each click.

What I found is that if I disable my network and wait 30 seconds, IE
will start, one for each of the previous clicks - but no page is
displayed because the network is disabled.

I can then re-enable the network and everything is ok - for a while,
maybe days.

I seems like IE is spinning on a semaphore held by the network code but
the 30 second wait puzzles me.

I have a linksys wireless router but this happens on both my wireless
laptop and my home desktop system.

I've looked in this newsgroup and on the Microsoft knowledge base but
haven't found anything similar.

Any thoughts on how to diagnose this?

What anti-virus are you using and when did you last update it?

Norton antivirus on all compters. Norton Internet Security on two and
ZoneAlarm on one for firewall.

I keep this software up to date on a regular basis.

I didn't suspect the anti-virus because it was the disabling of the
network that broke IE loose.
