First try the following and see if it helps:
Start>Settings>Control Panel>Add/Remove Programs
Search the list and see if the Yahoo Toolbar is listed there. If so, remove
it.
You do not mention what version of Windows or IE you have, but, in the same
Add/Remove Programs, find and select your IE version and click it. A dialog
box should come up and see if there is a Repair option. Select and follow
the instructions, or here are some instructions that might help.
