IE won't show pictures unless I right click, then left click "show picture"

I first had trouble with virus or something where my
homepage changed and I couldn't change it back. The drop
down...Tools/Internet Options..won't let me in
saying "Operation has been cancelled due to restrictions
on this computer, contact system administrator". I
downloaded Spybot Search and Destroy and got rid of all
the viruses it could find, but still can't change my
options. I also cant even see the buttons next to the
text when I open a web page unless I right click, then
left click "show picture". I thought a new version IE
would help, so I downloaded IE 6 but still can't fix it.

As far as a "clean boot", I recently purchased Windows XP
both to see if the new OS would fix things and because I
wanted to updgrade. But, the problem remains. Help!!

First eliminate any scumware.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each need to be updated before every use, even when just
downloaded.

If trying everything at that site does not fix the problem please post back
in the same thread.
