IE wont show page unless you click on toolbar or resize, etc

When I open any page with IE, it never seems to finish
loading a page. It will show a page loading forever
unless I interact with the browser.

If I right click on "View" or any other command, or move
the window, the page load suddenly completes and the page
is shown.

This happens in IE as well as embedded browser sessions,
e.g. In Outlook Explorer HTML mail or inside Quicken
browser sessions.
