This happened to me yesterday. Uninstalling and
reinstalling IE did not help. Reinstalling Windows XP did
not help either. The file in question is in the C:\DOCUME~1
\ folder. Does this sound familiar to anyone?

There looks and smells like a virus.

I got same error message but different dll (winshow.dll)
This is what fixed it but...might only be
temporary...might be part of the mydoom virus.
If on XP..Go to start and click Control Panel (if not XP
get to my control panel)...then click the Internet
Properties Icon. Go to the Advanced tab....uncheck
the "Enable 3rd party file extensions"...click
apply....and then OK (if need be)...you might have to
restart. This fixed my problem for now....not sure what
future problems this might bring, if anything, but I can
now get online

Fran,
This is probably being caused by an adware, spyware, parasite program.

From Control Panel> Internet Options> Advanced uncheck "Enable third party
browser extensions." If that allows IE to run, then search for and remove
malware:

You can re-enable browser extensions after the cleanup.

If unsuccessful, post back to this thread.
