IE won't open autmatically

When I click a link in an external program, IE doesn't open. If I already
have IE open, it will follow the link. There are no error messages, the
computer just sits there like I haven't told it to do anything. Any
suggestions.

I'm running:
Windows 2000 with all the latest SPs and updates
IE6 with all the latest SPs and updates

Just helped someone with the exact same problem - and his fix was easy
(after trying several other things over two days, of course). It appears
that IE somehow got knocked off as being set as the default browser. In IE
go to Tools...Internet Options...Programs tab, and click "Reset web
settings".
 
I haven't gotten any of that to work yet. Here are some interesting
situations I've noticed:

1.) IE won't check to see if it is the default browser:

I set it to check if it was in the Control Panel applet (Internet Options ->
Programs).
I opened IE and it didn't say anything about being the default browser.
I installed Netscape version 7.2 and, when it opened, I set it as the
default browser.
I opened IE and it still didn't mention not being the default browser.
I checked the internet options settings and IE is still set to check if it
is the default browser.
I uninstalled Netscape with no change.

2.) Some of the suggestions from the links below mentioned URL:Hypertext
Transfer Protocols (among others), but i don't seem to have any of the
registered file types that are called for in the suggestions

I assume that URL:Hypertext Transfer Protocol means the entry in the file
type has an extension of URL and a file type of Hypertext Transport Protocol
(or Gopher, or File transfer protocol, etc...).
The only URL extension I have listed has a file type of internet shortcut.

The problem about opening a blank window doesn't seem to be an issue for me.
IE will work properly as long as it's already open, it just won't open when
a link in an outside program (OE, Yahoo Messenger, etc...) is clicked. If
IE is open when the external link is clicked, everything works fine.
