IE wont connect to internet

on my home computer i am unable to access ie. i am
conneted via cable, and i am able to access my e-mail.
when i run norton windoctor, the only problem i receive
is ""Missing File: "c\program files\common
files\installsheild\professional\runtime\0701\intel32
\dotnetinstaller.exe" cannot access a necessary
file, "mscoree.dll"". due to this problem, i cannot access
any kind of internet "windows update" or downloads on that
computer. can anyone offer help?

Have you tried to repair IE. Add/Remove >IE uninstall>repair
