IE window open behind

When I right click on a link and select â€open in new windows†the new window
opens behind the active window. Also when I click on a link that is supposed
to open in a new windows it opens behind the windows I click on . Why and how
do I change this behaviour?

Note (in that article) that TweakUI can make the registry edit, if you don't
wish to do it manually.

The UNDO file at http://www.kellys-korner-xp.com/xp_tweaks.htm (line #66
right-side) makes the same registry edit.
