Hi Dan -)
You might try repairing IE instead of a reinstall of XP. Here some
instructions to do that. This may allow you to retain your data files and
programs, and repair any damaged files to IE.
Be sure that your AV and firewall is disabled:
Method 2 in this article works on earlier versions of Windows.

Also, here are a couple of programs you might need to help restore your
connection to IE after the removal of any spyware or viruses that might
cause damage to the Winsock or connection.
Download, install and run LSPFIX from any of the following sites:
http://www.cexx.org/lspfix.htm
http://www.spychecker.com/program/winsockxpfix.html
(if your OS is Win2k or XP) The process of removing certain malware may kill
your internet connection. If this should occur, this program, LSPFIX, will
enable you to regain your connection.
Also, download, install and run WINSOCKXPFIX available at:
http://www.spychecker.com/program/winsockxpfix.html
and

Also, with instructions, at

also
From LavaSoft- all versions of Windows-

also ....
(NOTE: It is reported that in XP SP2, the command netsh winsock reset
will fix this problem without the need for these programs.)

If these steps do not resolve your problem, please post back to this thread
with the details and any error messages.
Hope this helps

How to make a good newsgroup post:

My wife ran some ad-ware clean-up software and after files were removed IE,
Windows Explorer and the Control Panel all issue the program statusp error
"Windows Explorer has encountered a problem and needs to close. We are sorry
for the inconvenience." I've tried restoring to previous working version but
needed programs are not restored. I've also update to SP2 and loaded all
patches. I need to restore the missing WX programs without re-installing XP
as it will wipe-out my disk. Any ideas? I really need some help. Thank
you.
