IE will not open

Last night I was surfing the web and probably had 13 windows open with pop ups. I finally got the stanard blue screen asking me if I wanted to send a report or not. I closed it and IE closed. I did not do anything else till today. Opened Yahoo IM and connected fine. Clicked on the mail and it said there was a prolem. So I tried to open IE and go that way. Every time I click on IE, the error box automatically shows up (the one with the send report or don't send). I restarted the computer, same thing. Any ideas?
