IE Will Not Open

I click the shortcut, nothing happens, little hourglass
comes up than goes away. But if I go to a picture, and
choose to open it in IE, it will work, and then I can
browse the internet. But this is getting old, and
irritating.

Tried making a new shortcut, tried clicking on the actual
EXE, and I tried reinstalling it. Still nothing. Any
ideas?

Which version of Windows do you run? Clean boot
troubleshooting may help, but we need the version of
Windows.

Do you have a dialup or high speed account?

When did the problem begin, after installing/removing
hardware or software?

Scan for viruses at www.pandasoftware.com and/or
www.trendmicro.com .

Remove spyware using Spybot and Ad-aware.

spybot search & destroy
http://www.safer-networking.org/index.php?page=download

www.pestpatrol.com to download their free trial, that
will detect, but not remove the offender. But PP will
tell you how to manually remove the junk.

Left click "start"
Left click "run"
remove contents of long, skinny box.
Type: iexplore.exe www.msn.com
left click "ok"

What happens?

What happens if you left click on IE, from "programs"?
The problem may be a broken shortcut.

I'm running XP, cable connection. It seemed to start
after I ran disk cleanup and it hung up on "Remove Old
Files", then I followed the instructions on this site and
deleted the proper files. Already scanned for viruses and
ran AdAware.

When I run "iexplore.exe www.msn.com it opens.
