Try the following and see if it helps:
First....as to IE6... you may have a problem with your Winsock:
Can't Connect to Internet With Internet Explorer

If you do not have Dialup, check to see if your Proxy settings are correct:
For IE6
Go to Tools>Internet Options>Connections tab
Click "LAN Settings"
UnCheck "Use proxy server: if you have DSL or braodband,
Check it if you use Dialup or need to use a Proxy.
Additionally, for IE7..
